Two things have to happen:

When switching the setting, we disconnect all relays.
When switching spamsafe on a relay, we disconnect that relay.

Existing logic will reconnect relays that it needs.

Ideally we could just close all spamsafe-affected subscriptions, but disconnect is easier and will cause less bugs.
