Unfortunately this is no longer the case. I had to remove it because there really is no easy way to assign new followed people to minions (which has to include active minions, and also should not assign to more than num_relays_per_person). Even running the RelayPicker again doesn't work because the RelayPicker has already removed the active minions from its options.

This will be tricky.
