form person-relay pairs if the recommended_relay_url is filled in
perhaps form initial person-relay pairs with the relays that are in the contents (of your own list)
Use the relays in the contents to determine what the person uses as their relays (separately)
Save the content so that if we push it back out, we don't clobber anything. OR recompose the content when we push back out.
Implement the push part.
