Restarting chorus often isn't clean... some connections hang and don't close down.

Related, I often get 429 Too Many Connections when I only have gossip running, and gossip is showing it not connected. So possibly chorus thinks frozen closed connections are still open and is counting them and penalizing for them.

I removed TCP half-close. Maybe that will help. We will see how it behaves over the next week.
